EU Cloud and AI Development Act (CADA)
With the Cloud and AI Development Act (CADA), the European Commission presented a legislative proposal on June 3, 2026 to make Europe's cloud and AI infrastructure strategically more independent — the centerpiece of the European tech sovereignty package. The key points:
- Tripling EU data center capacity within five to seven years
- Supporting European cloud and AI technologies in research, development, and deployment
- A single EU-wide assessment framework for cloud sovereignty with graded sovereignty levels
- Sovereignty requirements for sensitive public-sector workloads
The proposal now enters the ordinary EU legislative procedure — but the direction is clear: anyone running sensitive workloads will have to demonstrate how sovereign their cloud really is. focusnet already meets the core criteria today: European ownership, German data location, EU jurisdiction, and an open technology stack.
